Rack-Lo, born George Billips grew up in the Brownsville section of Brooklyn, NYC. He was raised and inspired by his father and uncle (Dr. Tango) a legendary Brownsville DJ on Hip Hop Culture. They introduced him to the culture by allowing young Rack-Lo to listen to the music before he was able to understand it. Hearing classic hip hop master pieces by the likes of; Kurtis Blow, Fat Boys, Run DMC, Erik B and Rakim, Just Ice, Public Enemy and BDP helped him make the decision of controlling the microphone, through what he calls “thief rap” accompanied by “hi-tec intellect”. A hip hop junkie since the early eighties, he realized that his desire to rock the mic and to be a internationally known as one of the best lyricist of all time was truly his destiny. Rack-Lo was always perceptive to be skillful at his lyrical craft and any other elements of hip hop culture he indulges in. For Rack-Lo the art of spitting all started as a result of his desire and liking to freestyle daily. Rhyming was something he did everyday all day. It was just cypher after cypher until he was completely drained. From day one of his career, Rack-Lo has elevated every step of the way.

To convey his art he incorporates real life/rack lo experiences, mixed with humor and politics, futuristic beats, rhymes and lo-life experience as his song writing crosses the lines of reality and imagination. His rhyme schemes and patterns are sharp enabling him to create untouchable flows and lyrics that stand the test of time.

In 1989, Rack-Lo met Shileena Perez his wife. They had no idea that their relationship would allow them to; live together, graduate college together, have a baby together, get married (August 99) and rip stages together. “Rack-Lo is the only Lo-Life to marry his Lo-Wife”. Currently, there is no other couple in hip hop that possess their level of energy and substance. Shileena aka Lo-Wife has been singing and chanting reggae songs for as long as she can remember. Lo-Wife possesses a soulful mahogany sound with a ghetto flair and she spit bringing her own element to the group. They knew they had a unique sound to offer hip hop. They made their skills of; rhyming, singing and song writing and created the group Lo-Life and Lo-Wife. Lo-Wife is featured on many songs throughout Rack-Lo’s music catalog since he first debuted with “Thou Shalt Not Steal”. As he started ripping mics in 1993, Rack-Lo embarked off into the independent hip hop economy back in 1997 where he has exposed, recorded, promoted, managed and released product through self sufficiency.

Although, he’s a recording maniac, Rack-Lo takes his abilities much further than just music. Besides being members of both the super rap group Spit Squodd and the legendary boostin b-boys the Lo-Lifes, he’s penning the Rack-Lo “Autobiography” his life story plus he’s one of the authors of the “Million Man Rush”, a second book that’s already completed. The Million Man Rush will actually consist of a collection of books, a full-length album,a documentary or film, a video game and a clothing line.

Not only has Rack-Lo evolved into a skilled spitter, but he also demonstrates a solid business acumen as well.
